Across many emerging technologies—quantum, fusion, space, etc.—Chinese and American policymakers share similar views on what’s at stake, even if their approaches to developing these technologies may differ. But on AI, arguably the most consequential technology of all, it’s puzzling how much of a divergence there is between Beijing and Washington.
