This final rule inherently includes flexibility to consider market forces and the other issues raised by commenters by using the term “reasonable return on investment.” However, FHWA would draw to the attention of States and other designated recipients the comments that identify that reasonable return is identified by the industry over multiple years and across multiple charging stations.
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsA single, uniform, nationwide communication of pricing to customers, regardless of where they are travelling in the United States, is in the national interest; therefore $/kWh was retained
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsMany commenters noted that $/kWh pricing is ideal and would be the clearest and most understandable way to communicate price to customers. However, State laws in several States prohibit this, allowing pricing in $/kWh only for utilities.
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsAlthough many chargers on the market today are not yet using ISO 15118, FHWA sees value in establishing a national standard for compliance and has found ISO 15118 to be the most appropriate standard for this purpose. Therefore, FHWA has maintained a requirement for full hardware conformance to ISO 15118
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsFrom a cost perspective, establishing an automated toll-free phone number or SMS is substantially cheaper than implementing physical hardware and economically scales across many chargers, because a single number can be used to service many different locations
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsThe FHWA added the requirement that charging stations provide EV charging customers an automated toll-free phone number where customers can provide their debit/credit card information via phone to an automated system in order to initiate charging or an SMS where customers can provide their debit/credit information via text to an automated system in order to initiate charging
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsFHWA modified the language of this final rule to allow DCFC charging ports to have other non-proprietary connectors (specifically identifying NACS and CHAdeMO) in addition to the required four CCS connectors so long as each DCFC charging port is capable of charging a CCS-compliant vehicle
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsCommenters recommending a larger minimum-port requirement expected future demand for EV charging along AFCs to rapidly increase and wanted to future-proof facilities for excessive queuing.
Federal Register :: National Electric Vehicle Infrastructure Standards and Requirementsthe regulation should consider dwell time needs for MD/HD charging and ensure that dwell time fees not penalize MD/HDs for their longer dwell times for charging.
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsHistorically, innovations in clean energy and transportation have not been deployed evenly across communities. This has resulted in underserved, overburdened, and disadvantaged communities being left behind.
Federal Register :: National Electric Vehicle Infrastructure Standards and RequirementsIt only took us 5 milliseconds to save the same Pandas dataframe to a Pickle file, which is a significant performance improvement when compared to saving it as a csv.
Python Pickle Tutorial: Object Serialization | DataCampIt took us 0.19 seconds to save a Pandas dataframe with three rows and 100,000 columns to a csv file.
Python Pickle Tutorial: Object Serialization | DataCampThe next time we want to access the same data structure, this sequence of bytes must be converted back into the high-level object in a process known as deserialization. We can use formats such as JSON, XML, HDF5, and Pickle for serialization.
Python Pickle Tutorial: Object Serialization | DataCampWhat he’s really done is he’s created this immense vertical filing cabinet in his brain of layers and layers and layers of files of information that he can draw back on now for more than 70 years worth of data.
