How to detect zoning constraints in the wild

Is zoning stopping the construction of new housing? This is a recurring debate in housing policy circles, with one side arguing that restrictions on apartments and townhomes are reducing supply and driving up prices. The other side claims that zoning is not the primary bottleneck, and that high construction costs and financing issues are more important.
