This paper examines China’s efforts to expand its data economy since 2022 through a combination of policy and market mechanisms. Two developments signaled this shift. First, the issuance of the Twenty Data Measures in December 2022 articulated a national framework for development-oriented data governance. Second, the establishment of the National Data Administration (NDA) in October 2023 designated a central authority responsible for coordinating data-related economic policymaking.
