I’ve been wanting to write a post about how homelessness is primarily an issue of scarce housing, rather than drugs, mental illness, progressive policies, or any of the other factors that are commonly blamed. Then I realized that almost all of the data and analysis that had led me to that conclusion came via Aaron Carr, the founder and executive director of the non-profit watchdog group Housing Rights Initiative (HRI).
