I definitely regard them as second-tier compared to Brookings, AEI, PIIE, RAND, CFR, Urban, etc. It was founded in part by Robert Reich, Clinton’s secretary of labor and a staunch/vocal progressive. However, being second tier, they’re still a cut above the shit-tier ideological extremists at places like Heritage, Cato, Manhattan. A good comparison would be the Hoover Institute or CAP.
