This chapter evaluates electricity bill affordability and equity for low-income households under different rate design and bill assistance scenarios tailored to improve affordability for low-income households. Electricity bills and metrics are calculated across unique combinations of customer housing types (single-family, multifamily), solar adoption status, renter or owner occupancy, and income levels. Customer energy use is modelled factoring in climate zones, insulation levels, appliances, heating and cooling systems, and other criteria.
