He was born in Houston, Texas to a refugee family from South Vietnam. He graduated with a Bachelor in East Asian Studies from Yale University and a Master in Public Public Policy from the National University of Singapore. Last June, for participating in an anti- government protest, he was imprisoned in Vietnam; after international pressure, he was released one month later and deported from the country.
