Note: It introduces the process of transition from the last PoW block to the first PoS block. The "executable beacon chain proposal"1 is what became known as The Merge, and is specified by EIP-3675 together with the Bellatrix upgrade on the beacon chain. Upgrades to Ethereum's protocol are normally planned to take place at pre-determined block heights. For security reasons, the Merge upgrade used a different trigger, specifically a terminal total difficulty of proof of work mining.
