We still have this big open question: How do we shift funding models so that more tech (and services, and everything else) gets built the way this team built FLOW? But for the moment, let’s just remind ourselves what’s possible when team are from the constraints of big, once-and-done, monolithic funding. Barriers abound. If there were a tagline for most peoples’ experience building tech systems in government, that would be a contender. At FAS, we constantly hear about barriers agencies face in building systems that can help speed permitting review, a challenge that’s more critical than ever as the country builds new infrastructure to move away from a carbon economy.
