Because behaviour design of models are so empirical - ever more than before designers’ tastes matter. Model behaviour design is more of an empirical art, because there are too many dimensions that is folded into a model. It is beyond any deterministic “if else” considerations can capture. It kind of reminds me of our underlying subconsciousness - there are moments where it’s difficult to articulate why we do or prefer certain things. When you are designing for an experience powered by model, it is empirical in nature just like sociology and psychology. Sure you may start with a general hunch on what the experience should be, but the critical piece is in how you iterate and poke at the model towards a consistent and effective behaviour. A starting point is often with golden sets. Seeding the model with these sets is almost analogous to how designers use moodboards - a collections that communicate with other people on the general vibe rather than a prescriptive formulas.
